     The quality of any careproviding service or community-based program is equal to the abilities of those individuals providing direct care or intervention. Good intentions will never outweigh the need for a fundamental understanding of the intricate nature of providing that care...


     Are you currently working in a non-profit or for-profit personal assistance or habilitation program? Are you considering the start-up of a residential care facility, vocational training program, adult day activities center, or other state licensed program for persons with special needs or the elderly? Then you must know that strict licensing requirements must be followed. Meeting State and Federal guidelines, as well as, the expectations of your consumers and their families will need to be the central focus of your efforts. In order to meet and exceed these legal and ethical standards, one important key to success lies in the staff development process.

     Insuring that every employee not only understands but is able to demonstrate the skills necessary to maintain a quality program or service is essential to its operation. Just knowing that you are keeping up with the latest government requirements can prove to be a major undertaking. Assembing and keeping track of all of the right information is, likewise, very time consuming. Providing a consistant method of teaching that information to your direct care staff wherever and whenever they need it can also prove challenging. Matching or updating training materials to reflect changing policies and procedures can be difficult, as well. And then there is the whole process of documenting the training that you have provided.

     My name is Michael True. Over the past 40 years I have wrestled with this administrative challenge, time and time again. Working within programs in four different states, I often found myself starting from scratch in the process of gathering and disseminating critical information to hundreds of direct care workers in a field that is known for its high employee turnover rates. Over the years, however, I made a significant discovery. It became apparent that many training topics had a core of information that could be successfully duplicated in many different settings year after year.

     In 2001 I began outlining this information and successfully developed a format with which to present it to either large groups or individuals. In addition, I built in several elements of administrative requirements including the provision of topic objectives, pre and post tests for each topic, questions for discussion to suppliment the instructor's input and, when appropriate, additional forms for documenting in-house materials that might be included in the training sessions.

     But I didn't stop there. As an administrator, I knew that policies and procedures needed to neatly match training content. I addressed this from two angles. First, I decided to make the core material flexible. Instead of providing a printed packet that might have to be discarded if it no longer reflected program specific content, I decided to give administrators the option of purchasing text files on CDs using Microsoft WORD. This allowed every user to open the program when it was necessary, edit the text, and then print out packets that truly met their individual needs!

      This simple strategy could well be the begining of an informational revolution. Instead of finding or creating new training packets every time a new regulation is added or deleated, you can simply adjust the core packet to reflect those changes and within minutes establish compliance! It is a simple solution to a very old problem.

     And finally, because some of the information is hard to find or relatively new, I decided, in some packets to include a usable template for creating a policy and procedure that would directly corrospond to the training materials I had provided. Again, the use of active Word files allows anyone the ability to edit the provided policy and procedure to make it reflect their own program's specific requirements.

     Finally, I have been updating these packets on a regular basis, adding any new information that is related to each topic, so you can count on current best-practices being taught to your stff.
